The best moveset for Whiscash in Pokemon Go is to go withMud Shot as a Fast Move and Mud Bomb and Scald as Charged Moves.
It’s a bit of a toss-up between Mud Shot and Water Gun, as far as the two Fast Moves are concerned. Both give a STAB bonus and Water Gun is a powerful move. On the other hand, Water Gun has just a 6.0 EPS, compared to Mud Shot’s 9.0 EPS.
As for the Charged Moves, Scald is a must. It does a fair amount of damage and Mud Bomb works as a second Charged Move with its STAB bonus.
